Temporary Building Surveyor
Position: Building Surveyor (Temporary Role)
Duration: March - September 2025
Hours: 37 hours per week, Monday to Friday, 09:00 AM - 17:00 PM
Pay Rate: £20.48 per hour
Location: Office-based hot-desk/touchdown worker, required to attend sites regularly.

Full UK Driving licence is required and essential.

About the Role:
We are seeking a dedicated Building Surveyor to join the team on a temporary basis. This role involves delivering programmed and responsive maintenance works, conducting condition and compliance-related surveys, and implementing the council''s Asset Management Plan. You will act as the subject matter expert in building-related works and statutory compliance, such as fire safety management.

Responsibilities:
- Responsive Maintenance: Day-to-day maintenance of the council''s property estate
- Planned Maintenance: Delivery of the planned maintenance programme across the property estate
- Surveys: Conducting surveys for asbestos, condition, and accessibility to ensure PCC buildings are maintained in accordance with the maintenance strategy
- Health and Safety Management: Managing HandS risks for building-related statutory compliance, supporting the Facilities Manager with maintenance programmes and the Corporate Estate Asset Management Plan

Key Activities:
- Undertake asset management survey plans, including fire, asbestos, condition, and accessibility surveys
- Act as a key contact for building-related health and safety, providing technical guidance and incident support
- Produce and implement technical building-related HandS statutory compliance policies
- Respond to requests via the CRM system, including emergency situations, and carry out inspections
- Manage the delivery of capital and revenue-funded projects within the facilities management annual maintenance programme
- Develop FM Health and Safety Policies and oversee the implementation and monitoring of management systems
- Deliver statutory compliance eLearning and blended training packages
- Liaise with contractors to deliver planned and responsive maintenance activities
- Prepare and review estimates, quotations, invoices, and applications for maintenance payments
- Provide technical advice to project managers on building specifications and life cycle maintenance
- Ensure regulatory compliance with external statutory bodies, suppliers, and manufacturers
- Travel to various sites to undertake site visits in adverse weather conditions or following serious incidents

Role Measures:
- Maintenance issues received via the CRM system are dealt with promptly
- PCC buildings are maintained as required by the maintenance strategy
- Maintenance work is carried out in accordance with relevant regulatory standards
- Compliance with PCC policies and procedures
- Development and implementation of FM management systems

Essential Qualifications/Knowledge:
- Educated to Degree level or equivalent in a relevant property subject (e.g., Building Surveying)
- Membership of or eligibility for membership of a relevant professional body (e.g., RICS or CIOB) within 18 months of appointment
- Extensive knowledge of building construction, planning, and building regulations
- NEBOSH certificate in a relevant area
- Extensive knowledge of relevant health and safety legislation and principles of risk management and prioritisation

Essential Experience:
- Proven track record in building maintenance methods and techniques
- Skilled in conducting comprehensive building surveys
- Demonstrated ability to deliver reactive maintenance works and implement maintenance programmes
