You will be accountable for delivery which may include the planning, scoping, resourcing and budgeting of a project or programme of work; executing consistently to a high quality and aligning with governance requirements.The Technical Delivery Manager will be embedded within the Research Environment Platform squad, which is responsible for the design and maintenance of our internal infrastructure that allows researchers to access our National Genomics Research Library securely and that underpins integration between third-party products with our internal data layer, and support our internal products.This role will work closely with a cross-functional team that includes a senior product manager, agile coach, platform engineers, and sysadmins, with access to the broader service core team which includes designers, solution/data architects, bioinformaticians, and principal engineers.The primary focus will be to support the technical readiness ahead of integrating our newly procured research environment platform. Additionally, the role will provide delivery support to the Service Owner, particularly in managing cross-squad activities and establishing processes for contractor oversight across the service.Job DescriptionOwning the end-to-end delivery of key technical areas within a programme taking full accountability for completing essential work including:Validating and agreeing requirements for overall delivery with the Product Manager and/or Service Owner to ensure delivery against timelines, budgets and OKRsEstablishing and tracking delivery plans against which delivery can be managed and monitored, escalating and communicating where delivery deviatesResolution of issues including hands-on work with individual teams to support resolution of issuesSetting up and adhering to governance standards including:Creating and maintaining RAID (Risks, Actions, Issues and Dependencies) logs and actively managing and reviewing the components thereinCompiling status reports as part of a programme delivery and where required input into programme board reportsEnsuring decision-making structures are established and utilisedImplement appropriate governance to ensure conformance to relevant internal and external standards and regulation, including cybersecurity, data quality and protection and IT requirements, accreditations and regulationsEnsuring communication is clear and appropriate, including:Ensuring all individuals involved in delivering a work package are aware of the work required, timelines for completion and that the responsible stakeholders are kept updated and informedManage communication with external stakeholders, showing sensitivity to the different commercial, technical and/or business considerationsEscalating issues to senior stakeholders when unable to resolve directlyEnsuring the appropriate level of conflict resolution is applied to when dealing with delivery teams and stakeholdersLeadership by influence, including:Presenting and shaping decisions at technical and operational levelDriving decision making where uncertainty needs to be resolvedManaging, motivating and leading contributors to project delivery where no direct line management authority existsFinancial and commercial responsibility, including:Understanding supplier frameworks and managing the procurement process in line with Genomics England established governanceEnsuring items and services procured have been budgeted for and approved under appropriate governance (e.g. Audit Committee review).Assisting in the creation of business case(s) to request budget needed to deliver work packagesMonitor and manage the expenditure of funds against budget, reporting to governance forums as appropriateBe an active member of the Delivery Chapter, working with other Delivery professionals in the organisation to define and disseminate best practice. Attend Delivery Chapter meetings and away days.QualificationsWhile certifications in regulated environments (e.g., data protection, cybersecurity) are not required, they would be considered a plus.We are looking for someone with demonstrable expertise in AWS, as it is a core component of the platform''s architecture. While hands-on experience is not mandatory, a strong working knowledge is essential.Familiarity with Terraform, Kubernetes, CI/CD pipelines, test-driven development, and database technologies is highly desirable.The ideal candidate will have experience working in Agile environments, with strong knowledge of either Kanban or Scrum (and familiarity with the other).Additional InformationClosing date for applications:
