The RoleQuantity Surveyors at Barhale are integral members of project teams, providing support to project delivery teams and senior management daily. They develop existing skills while learning new ones within a collaborative and dynamic team environment. Barhale has secured its place on Yorkshire Water’s Complex Non-Infrastructure Framework to support delivery of the water company’s capital investment programme through the Asset Management Plan 8 (AMP8) period from April 2025 to 2030. The civil engineering infrastructure and tunnelling specialist has been appointed to Lot 1 of the AMP8 framework for complex works, with Yorkshire Water retaining the option to extend for up to a further five years through the AMP9 period. A new regional facility and office in Leeds has been established to support project delivery. Delivery of the £850M lot will cover both water and wastewater sites with projects typically ranging from £1m to £35m, with no explicit upper limit.
Key ResponsibilitiesCommercial
Provision of accurate and timely cost and value reporting at project and business unit levels
Provision of accurate cash flow reporting
Cost management and project forecasting
Drafting and updating a monthly CVR, cost and commercial plans
Prepare upstream applications for payment and manage cash
Subcontract procurement, negotiation and financial accounting
Preparation of project applications for payment to final account settlement
Liaison with clients and third parties on commercial issues, including changes, claims and additional payments
Forecast expenditure and cash recovery with the project team
Share best practices and advise site teams on cost management and efficiencies
Identify and realise commercial opportunities and protect Barhale from commercial risks
Contracts
Manage contract and subcontract agreements, primarily NEC forms
Ensure main contracts align with Barhale’s governance, with risks and opportunities identified and managed with the project delivery team
Procurement of subcontracted works and post-contract management
Engage the supply chain with the correct contract terms
Supply chain management including building and maintaining relationships
Processes
Support internal commercial processes by meeting timeframes and compliance
Actively seek to improve processes and procedures
Key Measures and Targets
Accurate internal and external forecasting
Ability to interrogate and challenge records, reports and cost data
Mitigate commercial risk and realise opportunities
Work to achieve profit in line with business unit expectations
Maintain deadlines in line with monthly commercial calendars
Produce high-quality commercial documentation
Maintain excellent supply chain, stakeholder and client relationships

EssentialAbout you
Previous experience in the Civil Engineering industry
Familiarity with NEC forms of contract and knowledge of Construction Law
Experience in commercial management and procurement of subcontractors, including chairing regular meetings, measurement and control cycles, certificates, and accruals calculations
Demonstrable experience of monthly forecasting and cost analysis
Excellent communication, numeric and computer literacy skills; proficient in Microsoft Office
Excellent organisation and time management skills, with the ability to meet tight deadlines
Desirable
Member of RICS or other professional body, or working towards
CSCS card
HND/degree (or equivalent) in Quantity Surveying
Demonstrable knowledge and experience in estimation
Experience working for a direct delivery contractor
Engaging communicator with problem-solving skills
