Deputy Finance Business Partner

Detailed job description and main responsibilitiesTo support the Finance Business Partners (FBPs) in being the financial and business strategy experts for a given Division.To oversee and manage the production of relevant Finance Department deliverables, such as monthly budget and Service Line Management (SLM) performance reports and annual processes, including budget setting and Income and Cost Improvement (ICIP) establishment.To be a key member of Divisional Management Teams and be responsible for leading the Divisions in the development of it''s financial strategy.To hold services to account for their financial practices and positions and will challenge departments core practices to ensure the successful financial management of departments.To provide day-to-day leadership of the Divisional Finance Teams and work with the FBPs to manage all staff and deliverables within their respective divisional teams in the Finance Department.To assist in the production of business cases that support the Divisional and organisational strategic direction.Alongside departmental management colleagues, to develop innovative ideas for savings schemes, testing the feasibility of schemes, ensuring robust project management of feasible schemes and initiating remedial action if required.Through close links to the Business Support Team, ensure that departmental teams are aware of the implications of changes in commissioning practice and that mitigating action is put in place as required.To be responsible for ensuring that all of the services provided by the departments are demonstrably cost effective and efficient.To Deputise for the Finance Business Partner as appropriate.Person specification

Knowledge of the NHS Financial regimePublic Sector and/or NHS Experience.Significant experience of Divisional level financial management.Experience of working with budget holders for budgetary management, reporting, analysis and settingSubstantial experience of working in an office environment, within a finance discipline which has included experience of a range of accounting areas and financial systemsExperience of line management within a similar team-based finance environmentThorough understanding of financial governance and audit requirementsDesirable criteria
Previous NHS Management Accounts ExperienceSLM/PLICS Experience within an acute providerSkills and AbilitiesEssential criteria
Ability to provide and present complex information to gain co-operation and commitment of clinicians, managers and staff.Proven influencing and negotiating skills at divisional and personal levels.Ability to influence colleagues at all levels whilst ensuring that relationships remain positive and that goals are achieved.Hold expert knowledge and skills in financial management - including service level reporting and management (SLR and SLM), profit and loss analyses, financial improvement from service redesign, etc.Ability to analyse and interpret incomplete and highly complex numerical and verbal data and to develop and consider a range of options and make judgements where there is not, necessarily a precedent that support the delivery of service/divisional objectivesAbility to plan, co-ordinate, amend and deliver key projects affecting the overall BFT financial plan and strategyAbility to contribute to the medium and long-term financial planning process, advising on aspects of the financial/business plan for the service/divisionDesirable criteria
