Senior Project Manager – Enforcement Programme - 31908

Overview

This role supports the Water Regulation Programme Office, working on high-profile, cross-cutting work to transform water industry enforcement and build enforcement capacity and capability.Responsibilities
Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and present it as a product that the programme team can engage with to track progress, join up activities and create efficiencies.Work with workstream leads to identify activities, resource requirements, milestones and when support is required.Set programme controls and assurance to enable the programme to adapt to change as needed.Advise on governance, including creating business cases.Capture, manage and report on risks and issues, understanding what constitutes a programme-specific risk and how to escalate appropriately.Lead programme meetings to unite and motivate the programme team toward common goals.Report progress to different levels of the organisation and Defra, tailoring communications to different audiences.Collaborate with national and dispersed teams within the Water Regulation Directorate to support delivery, influence policy and secure resources for regulation of the water industry and wider water sector.Experience and Qualifications
Demonstrable experience leading projects and project teams.Understanding or experience of transforming complex organisations.Excellent communication and influencing skills; ability to present complex information clearly to enable decisions.Ability to build and maintain effective working relationships with dispersed customers and colleagues from diverse backgrounds; actively consider diversity issues in work.Ability to respond to tight deadlines and prioritise; thrive in a fast-paced, changing environment and lead project teams through uncertainty and ambiguity.Understanding of water industry, regulation or enforcement activities would be useful.Location and Terms
Role is national with flexible/hybrid working; EA Office base location. Some travel and overnight stays may be required.Application window open with potential extension; this role is initially advertised until end March 2026.Additional Information
