Strong commercial acumen and a comprehensive understanding of public sector procurement regulations, including hands-on use of Frameworks and open market procurement under PCR 2015 and the Procurement Act 2023. Candidates must have a proven track record in leading end-to-end procurement activities, including drafting and delivering bespoke Invitations to Tender (ITTs), complex negotiations, and managing contracts with non-standard terms. Adept at risk analysis and mitigation and experienced in developing strategic sourcing solutions for large-scale programmes exceeding £50m-£80m in value. Excellent communication, influencing and stakeholder management skills, with a history of building positive, trust-based relationships across technical and non-technical teams, senior leadership, and third-party suppliers.
