Role OverviewThe Group CTIO will provide strategic and operational leadership across Lycas technology and information functions, with a primary focus on telecommunications (MVNO/MNO) and secondary strategic alignment for emerging verticals: fintech, travel, and healthcare.The successful candidate will architect and drive Lycas global technology roadmap, ensuring delivery of scalable, secure, and innovative platforms that underpin commercial growth, customer satisfaction, and operational efficiency.Key ResponsibilitiesMajor Ownership MVNO / MNODefine and execute the global network and IT strategy for MVNO/MNO operations across multiple geographies (Europe, Asia, Africa).Lead full lifecycle management of core network architecture, IMS, BSS/OSS systems, HLR/HSS, and billing.Oversee Roaming, Interconnect, SIM provisioning, RAN integration, and SLA compliance.Lead technology evolution planning: eSIM, 5G/VoLTE/VoWiFi, cloud-native telecom, and private mobile networks.Ensure regulatory compliance (e.g., Ofcom, GDPR) and align with country-specific telecom policies.Manage strategic vendor relationships with Ericsson, Nokia, Mavenir, Huawei, and cloud providers (AWS/Azure).Drive IT transformation and automation (DevOps, CI/CD, RPA, AIOps).Own cybersecurity governance, ensuring risk controls, data integrity, and continuity planning.Minor Ownership FintechSupport the fintech product team by advising on secure payment platforms, mobile wallets, and AML/KYC infrastructure.Ensure fintech architecture aligns with group-wide security, data, and compliance policies (PCI-DSS, PSD2).Guide tech integrations between telecom billing and digital financial services (e.g., airtime lending, mobile banking).Minor Ownership TravelProvide oversight of travel vertical platforms including B2B/B2C booking engines, GDS/API integrations, and customer experience systems.Ensure scalability and performance of digital infrastructure supporting global travel operations.Advise on the deployment of digital health platforms, teleconsultation systems, and health data management frameworks.Ensure systems are interoperable, secure, and compliant with relevant healthcare data standards (e.g., HIPAA, NHS DSP Toolkit).Strategic LeadershipServe as a key member of the Executive Leadership Team, contributing to cross-functional business strategy and MandA.Lead a global team of technology leaders, solution architects, cybersecurity experts, and IT operations teams.Manage multi-million-dollar global IT budgets and transformation programs.Spearhead digital innovation, introducing AI/ML, blockchain, IoT, and edge computing where applicable.Partner with business leaders to shape customer-centric technology strategies that accelerate growth.RequirementsQualificationsBachelors or Masters degree in Engineering, Telecommunications, Computer Science, or related field.
