What\''s involved with this role:Job Title: Head of Landlord Compliance and Building SafetyRef: Bristol 5275162Pay rate: £500 per day PAYERole length: Anticipated 6 - 7 monthsThe role: We are seeking a confident and experienced leader to take on the pivotal role of Head of Landlord Compliance and Building Safety within the Housing Directorate. You will be responsible for the strategic leadership, development, and operational delivery of landlord compliance and residential building safety services across the housing stock. This is a high-impact role, placing you at the forefront of ensuring that residents live in safe, compliant, and well-maintained homes — now and in the future.Responsibilities
Lead a proactive, data-driven compliance and HandS service, ensuring operational efficiency and resilienceCollaborate with senior leaders to develop and deliver value-for-money strategies that meet legal and customer needsOversee contract management to maintain high service standards and alignment with organisational valuesDrive cross-departmental collaboration to improve efficiency, compliance, and satisfactionLead asset safety strategy implementation through data analysis and stakeholder engagement, representing the service internally and externallyEnsure safety assurance across all HRA residential blocks, including Building Safety Certification, Golden Thread compliance, and full FLAGEL adherenceGuarantee the Council meets all statutory duties for landlord compliance, building and fire safety, and adapts swiftly to new housing legislationLead strategic responses to cross-cutting issues such as IT contract management, asset management, equalities, inclusion, and service accessibilityShape and deliver policies, strategies, and plans with senior colleagues and service users to continuously improve housing servicesProvide strong leadership to ensure landlord services meet legal and regulatory requirements, including the Regulator of Social Housing\''s consumer standards. Lead preparations for, and responses to, inspectionsDrive a culture of resident engagement, using feedback to inform and implement service-wide improvementsDevelop and monitor service plans that drive change, ensure compliance, and align with strategic objectives and emerging legislationDeliver the safety, compliance, and assurance programme on time, within budget, and to agreed quality standardsBuild effective partnerships with stakeholders to shape services and achieve key outcomesSecure resident engagement and support for services and initiativesWhat the client is looking for
Professional qualification in a property-related field or substantial property management experienceNEBOSH National and Construction CertificateProven commitment to ongoing professional and managerial developmentIn-depth knowledge of landlord compliance and HandS legislation relevant to social housing and residential propertiesStrong grasp of CDM Regulations and the Building Safety ActExpert understanding of statutory standards: Fire Safety, Legionella/Water Safety, Asbestos, Gas and Electrical Safety, LOLER, and HHSRSConfident representing the organisation at senior level, internally and externallyExperienced team leader with strong people management skillsSkilled in developing and adapting strategies to drive efficiencyAble to analyse data to identify trends and support forward planningExcellent verbal, written communication, presentation and interpersonal skills, able to analyse property data and interpret for non-expertsStrong negotiation and influencing skills; effective stakeholder engagement across all levelsSound understanding of risk management – promotes awareness without being risk-averseProject management skills with a track record of delivering to deadlinesStrong analytical ability with confidence handling complex property, financial, and numerical dataProven track record in delivering compliance and HandS programmes in regulated settings, including leading service transformation and achieving service and efficiency targetsExperienced in subcontractor procurement and managementSkilled in managing large, complex budgets to maximise value for moneyTrack record in leading organisational change and engaging staff and stakeholders in continuous service developmentHow to Apply
