Developing and enhancing project-specific procurement strategies that align with the National Programme Strategy, ensuring security of supply, value for money, and HSQE performance across various contracts. Execute the full procurement and contracting process, including pre-qualification, tender management, negotiation, and contract preparation. Provide procurement advice across the asset portfolio, addressing specific issues related to the portfolio. Support pre-contract procurement for main contractors and influence subcontracting activities where appropriate. Ensure compliance with Network Rail policies, procedures, and governance, including legal requirements and EU directives. Manage relationships with a range of preferred suppliers, aligning their objectives with business goals. Identify opportunities for cost reduction and efficiency improvements, contributing to efficiency targets for the portfolio. Oversee the measurement of supplier performance, facilitating effective feedback for continuous improvement.
