ROLE PURPOSE: The post holder will be the strategic lead responsible for the effective administration of our statutory duties under the Education Act 1996 and Children and Families Act 2014. To support the Council''s vision to enale every resident under 25 to be safe, happy andcared for, with positive activities to secure their long-term wellbeing.To provide strategic leadership across the operational service for statutory SENDcasework section, ensuring that practice is person centred, streamlined, efficient andtimely. Practice should be restorative, relational and in line with customer servicestandards.To drive and support effective partnership working across Children''s and YouthPeople''s Service, Adult social care, Health services, Settings, Schools, Colleges,Voluntary and community organisations, and the Newham Parents Forum, to deliverintegrated and inclusive solutions that raise attainment, and improve life and learningoutcomes for children and youths with special educational needs and disabilities.To Co-lead on the implementation of the High Needs Deficit recovery plan alongsidethe service manager for placements and business operations.To support the Head of SEND in the development, delivery and review of highstandards in education planning, performance, commissioning of integrated servicesfor children, younth''s, their families, and carers, so that overall costs are reducedbut the life chances of children and youth''s are maximised.To develop a strategic approach and operational plan with managers to transitionchildren and youths from High Needs Funding through the Education and HealthCare needs assessments process, issuing statutory plans where appropriate.Prepare and present complex reports and communicate them to a range of audiencesfor example but not limited to Senior Leads, Cabinet Members, Partnership and widerexternal stakeholders. Monitor and report on progress and challenges in a range ofinternal and multi-agency fora, including the SEND Executive Board.Plan, prepare and implement improvement plans including the Written Statement ofAction, in a timely way, following statutory inspections and peer reviews. Develop,implement and deliver operational plans, service plans and business continuity plans.Lead the planning, preparation and execution of external inspections and peer reviews.Priorities the delivery of relevant sections of the SEND Written Statement of Action andother improvement and or action plans, as well as the SEND Inclusion Strategy.Contribute to the SEND improvement journey, creating a direct link between practice,processes, planning and the implementation of SEND improvements.Must have
