Building Safety Manager

Westminster City Council 3-Month Contract | £347 per day (Inside IR35) 36 Hours per Week | Agile Working

An exciting opportunity has arisen for an experienced Building Safety Manager to support the management of Higher Risk Buildings (HRBs) and ensure compliance with the requirements of the Building Safety Act 2022.

Reporting to the Principal Building Safety Manager, you will lead on building safety compliance, risk management and resident engagement activities across a residential property portfolio. The role will involve working closely with internal stakeholders, contractors, consultants and residents to ensure robust safety management systems are in place and regulatory requirements are met.

• Prepare and submit Building Assessment Certificate (BAC) applications for Higher Risk Buildings.
• Develop and maintain Safety Case Reports, Resident Engagement Strategies and Mandatory Occurrence Reporting processes.
• Produce and review building safety risk assessments relating to fire and structural safety.
• Identify hazards, assess risks and implement appropriate control measures.
• Escalate compliance concerns and building safety risks where necessary.
• Prepare, review and maintain emergency plans for Higher Risk Buildings.
• Act as a key point of contact with the Building Safety Regulator.
• Support the management of the Golden Thread of Building Information.
• Undertake building inspections and report on defects, risks and recommended actions.
• Work collaboratively with contractors, consultants and internal teams to ensure legislative compliance.
• Provide specialist building safety advice across housing and property services.
• Deliver building safety awareness training to key stakeholders.
• Support procurement and project delivery activities where improvement works are required.
• Engage with residents and leaseholders to promote a positive building safety culture.

• Extensive knowledge of:
  • Building Safety Act 2022
  • Fire Safety Act 2021
  • Regulatory Reform (Fire Safety) Order 2005
  • Relevant fire safety legislation, guidance and compliance frameworks
• Experience managing residential buildings and building safety compliance.
• Experience working within housing, local authority, construction, building surveying or property environments.
• Experience of construction projects and programmes.
• Strong understanding of legislation relating to residential buildings and construction activities.
• Experience using compliance management systems and reporting software.
• Experience engaging with residents, leaseholders and senior stakeholders.

• Strong analytical and problem-solving abilities.
• Excellent stakeholder management and communication skills.
• Ability to interpret and apply complex legislation and regulatory requirements.
• Strong organisational and project management skills.
• Ability to identify risks and implement effective mitigation measures.
• High levels of accuracy and attention to detail.

• Relevant qualification or training in building safety, construction, surveying, housing or a related discipline.
• Demonstrable understanding of Building Safety Act 2022 requirements.
• Understanding of Fire Safety Act 2021 obligations.
• Ability to review and evaluate risk assessments.
• Membership of a relevant professional body is desirable.
