As a programme manager you will support the programme team to identify objectives and deliver significant business change to our enforcement capacity and capabilities.Responsibilities

Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and present it as a product that the programme team can engage with to track delivery, join up work, and create efficiencies.Work with workstream leads to identify activities, resource requirements, milestones and timing for support.Set programme controls and assurance, enabling the programme to adapt to change if required.Apply and advise on governance, including creating business cases.Capture, manage and report on risks and issues raised through the programme, understanding what constitutes a programme-specific risk and how to escalate appropriately.Lead programme meetings, engaging all members to deliver.Report on progress to different levels of the organisation and Defra, tailoring communications to the audience.Collaborate with the Chief Regulators Group and Water Regulation in national Environment and Business Directorate to support delivery, influence policy and secure resources for regulation of the water industry and wider water sector.Contribute to the Water Regulation Programme Office, gaining insight into water industry enforcement across the organisation.Experience / Skills Required

Demonstrable experience leading projects and project teams.Understanding or experience of transforming complex organisations.Excellent communication and influencing skills to present complex information clearly and enable decisions.Ability to build and maintain effective working relationships with dispersed customers and colleagues from diverse backgrounds and cultures; actively consider diversity in work.Ability to respond to tight deadlines and prioritise; thrive in a fast-paced, complex, changing environment; lead project teams through uncertainty and ambiguity.Understanding of the water industry, regulation or enforcement activities would be useful.Additional Information

This role is initially advertised until end March 2026 and may be extended until end March 2027.You’ll have an EA Office base location; as a national role, the working location is flexible/hybrid. Some travel and overnights may be required.You’ll have an inclusive incident management objective in your development plan. We will help you find a role to suit your needs. Answer a competency question about establishing a new project as Project Manager.Delivers Results Through Others — Harnesses the team to deliver results on time and to standard.Influences and Persuades Others — Presents a convincing case to win support for plans.Communicates Effectively — Listens, questions and communicates clearly in speech and writing.Artificial intelligence usage guidance: examples must be truthful and taken from your own experience. The Environment Agency aligns with Civil Service guidance on AI use.
